Get ready to defeat the sinister design of MTNL Management to snatch the legitimate right of executives-MTNL management has revised the  benchmark of grading criteria for time bound/post based promotions of executives arbitrarily w.e.f 22-12-2010. With revised benchmark, about 50% executives are going to be dropped in the DPC for financial upgradation and post based promotions.  DPC of more than 500 executives, whose financial upgradation is due w.e.f Oct 2010 is pending in Delhi unit because of inaction and indecisiveness of   MTNL Delhi administration. DPC for regular promotion from SDE (T) to DE (T) and also in other executive cadres are  pending in corporate office. Our demand is to keep the office memorandum of revised benchmark in abeyance and conduct all pending DPCs immediately with old bench mark of grading criteria and also hold discussion with the Association for any change in the present grading criteria.

All members and office bearers have to get ready for any trade union action to defeat the sinister design of MTNL management.

Annual Rs 3,000-cr subsidy planned for BSNL, MTNL

Aid to support BSNL’s rural operations, MTNL’s pension payouts.

The department of telecommunications (DoT) plans to support ailing state-run telecom public sector units BSNL and MTNL by giving an annual subsidy of about Rs 3,000 crore to sustain their operations. The two PSUs have been losing revenues as well as market share.

The subsidy amount to BSNL will be given to support its operations in rural and far-flung areas from the Uuniversal Service Obligation Ffund (USOF), while MTNL will be given support for its higher pension and other retirement payouts from the licence and spectrum fee, which both PSUs give to the government, a senior DoT official told Business Standard.

Initial estimates by the department suggests that BSNL incurs a loss of about Rs 2,000-2,500 crore from its landline business, majority of which are social commitments in rural and far-flung areas and MTNL’s pension amount stands at Rs 300-350 crore annually. However, DoT has asked BSNL to quantify the exact amount of loss it incurs due to its social obligations. DoT plans to implement this proposal by this year, the official added.

For the first time since its inception in 2000, BSNL had posted a loss of Rs 1,823 crore in the financial year 2009-10, while MTNL has posted a loss of about Rs 671 for the third quarter ended December 31. MTNL’s net continues to be dragged down by retirement benefits, increase in dearness relief of pension and high wages.

Due to the deteriorating performance of both the telecom PSUs, the department has also revived its proposal for the merger of BSNL and MTNL to synergise their business operations across the country.

“BSNL and MTNL should be merged as they have complimentary operations and can combine their strengths for synergies. The structure of BSNL and MTNL make it difficult for them to be accountable for their performance. DoT should set up a multi-stakeholder committee to develop a restructuring plan for both firms,” the department had said.Earlier, BSNL got support from Access Deficit Charge (ADC), under which operators paid 0.75 per cent of their total revenues. ADC was used to support BSNL’s unviable landline business in rural areas. However, The Telecom regulatory Authority of India had withdrawn ADC from April 1, 2008. Subsequently, the government decided to give a subsidy of Rs 2,000 crore per annum for the next three years to BSNL from USOF.With increased competition and falling taxes in the telecom sector, both BSNL and MTNL have been losing subscribers and market share. They also failed to take advantage of the third generation (3G) spectrum, which they were allotted a year ahead of the auction for private players.

A well organized and beautiful program was held in Mumbai on 28/2/2011 to celebrate the 10 glorious years of MEA. A large numbers of officers attended the programme. SG Com. V. K. Tomar along with other office bearers Com. P K Gupta Sr. Vice-President, Com. R K Mudgil OS, Com Sunil Kumar DGS, Com Satyavir Singh Treasurer, Com. Sanjay Kumar AGS, Com Arun Dixit Press Sec., attended the program. Meeting was presided by Mrs Ameya Pathare President Mumbai. Com V K Tomar and Com S N Prasad addressed the gathering. SG Com V K Tomar appraised the house about the issues being pursued by CHQ at different levels including the pension issue. SG stressed that to change MTNL; we have to change our self. Middle level executives are the key of the company, they have to take the responsibility and accountability, and have to take decision fast, others will automatically change in MTNL by the end of 2011 so that the fitment with 78.2% IDA and PRP can be implemented in MTNL

Government restarts BSNL, MTNL CMD selection process DECCAN HERALD/ New Delhi, Mar 1, (PTI) &  BUSINESS STANDARD/ NEW DELHI, March 2


Scrapping the earlier list of successful candidates, the new search-cum-selection panel today started the process to select Chairman & Managing Directors (CMDs) of state-run telecom companies BSNL and MTNL and invited applications for the respective posts.

   

"We have published advertisements for inviting fresh applications for the post of CMDs of these (BSNL and MTNL) companies," Department of Telecommunications Secretary R Chandrashekhar told PTI.
"Many of those who had missed previous opportunity can also apply," he added. The old search-cum-selection committee formed in July, 2010 for the job had come under controversy. BSNL employees Union had challenged the process and selection made by old search panel in the Delhi High Court.
Meanwhile, government has given additional charge of CMD, Bharat Sanchar Nigam Limited to S C Misra, Member (Services) in DoT. Gopal Das who was appointed acting CMD, BSNL retired on February 28.
The Union had alleged that the search panel worked against the recommendation of the Sam Pitroda panel formed for recommending measures for restructuring of telecom companies.
The Union also allegded that it knowingly played with the eligibility norms to discourage and reject applications of potential prospects from industry. It had also alleged the panel of knowingly selecting a candidate favoured by R K Chandolia, close aide of former Telecom Minister A Raja.
The Sam Pitroda panel had recommended to hire best talents from the telecom industry to head these PSUs. This time government has appointed Pitroda directly on board of the new panel.
Other members in this panel are UIDAI Chairman Nandan Nilekani, T K Nair, Principal Secretary to Prime Minister and Cabinet Secretary K M Chandrashekhar. According to a senior DoT official, the search-cum-selection panel has been given three weeks time to finish the selection process after receipt of all applications. Last date for submission of application for these vacancies is March 18, 2011.
Approximately 80 application were received by DoT in response to last notice for the post. Out of these 80 applications, close to 70 applications were from mix of government officials, both working and non-working.

    CWG REDEPLOYMENT - ADDITIONAL PURCHASE  THEREOF

On dated 22nd February MTNL EA has been called by GM (TF-CWG) for discussions regarding the Letter given by this association to MTNL management in a desperate effort to save precious MTNL money regarding Additional purchase in CWG project-- Redeployment thereof.  Prior to this meeting our Efforts in pin-pointing project implementation  for the sake of survival of MTNL was lauded by Director (Fin) & ED (MTNL) ND. This meeting was attended by GS Com V.K. Tomar, DGS Com. Sunil Kumar, OS Com Mudgal, VP Com. Passi, AS(BB) Com Dinesh Bhatt.  The management side was represented by purchase committe,  GM(TF-CWG) Sh. Jain , who is heading the committee looking after the additional requirement for redeployment of CWG equipments  for MTNL &  DGM(TF-CWG) Sh. Jitendra Garg ( member of the purchase Committee).

 After a detailed deliberations which took place for more than two hours, that touched every technical issue raised by Association including all kinds of configurations , GM(TF-CWG) agreed with our concerns, view point  & uttered that they will see that only bare minimum additional purchase will be made & that too where it is un-avoidable. moreover GMe also told that before finalizing the requirement he will once again ask our Association for discussions regarding the quantum of requirement, so that companies interest can be safeguarded.   Our Association was successful in explaining why such a kind of purchase/requirement are not at all important/required for MTNL at this moment & without going for this kind of purchase MTNL can implement its state of Art technology “Next Generation Converged Network ( NGCN)” successfully & beautifully . The Issues discussed are as below are as below –

 Issue Raised --- 

 1.      MTNL should not purchase any CISCO test bed (routers etc.) for CETTM, because already one such set-up purchased from Huawei was never utilized for testing any new configuration till date ( for any new config. Huawei tests in its own set-up & answers our queries). Moreover it is the responsibility of OEM (i.e. Cisco or Huawei) for the conformity of any new configurations since they are having all the set-ups with them & we need to implement anything based on their confirmations only.

 

As assured by GM(TF-CWG) ---

 No Cisco MPLS Test Bed for Training Centre will be purchased

 

Issue Raised --- 

2.      MTNL should not purchase any new Route Reflectors (separately for Ipv6) because already available RRs in CWG inventory is quite sufficient for IPv4/VPNv4/ IPv6/VPNv6. Moreover as in present Huawei MPLS; the Core Routers can also be utilized as RRs additionally without any problems.

 

As assured by GM(TF-CWG) ---

 No Additional Route Reflectors will be purchased

3.      For Internet Gateways Routers IPv6 conformity, the Vendor should be asked to provide dynamic IPV4 to IPv6 translation without any extra cost in proposed ASR-9000 series router itself, as this is in the scope of work ( IPv6 compatible network).

  This will be done without any extra purchase.

 4.      The Cisco Super Core routers be connected with Huawei present core routers with   STM-16 links only.

 

As assured by GM(TF-CWG) ---

  This will be done in best manner either STM-16/10G with only some essential purchase of interface card.

 5.      For providing VPN links, only 18-20 channelised STM-1 cards will be sufficient for Delhi network, as in present Huawei MPLS network  we are having 12 channelised STM-1 cards ( with not more than 70% interface utilization in more than 3 years time). More than that will be extra investment at this time. It is also apprehended that despite GSM units desire of not connecting their 2G antennas on MPLS, some quarters in MTNL Delhi are forcing for the same on MPLS network, so that these CE channelized STM-1 cards can be purchased in bulk. The 3G RNCs are already & can be connected to MPLS through Ethernet links (already available through Cisco Switches).

 

As assured by GM(TF-CWG) ---

  They considered our point as valid , however their view point was that  GSM 2G BTS should be connected on MPLS, for which large additional purchase was required. Association objected this & told its view that 2G BTS be maintained in present manner only , because their life is shorlived.  To this GM(TF-CWG) also agreed and told only requisite min. no. of purchase of such interface will be made & assured us that he will discuss it again with association.  

 

 Issue Raised --- 

 6.      Regarding circuit emulation cards (channelized STM-4 & channelized STM-16, their cost is many many times higher than SDH equipments) , which are being thought as a replacement for SDH rings, this is to state that their purchase will not replace STM-16/STM-4 , but will be addition to them & if any existing STM-16 device gets faulty (which being connected to MPLS) then that STM-16 SDH device will need to be replaced. Hence it will burden the MTNL with very much extra cost. Since it is already proposed that BB T1/T2 will be connected to co-located MPLS PE , will save lots of fibres, hence in our opinion these STM-4 & STM-16 circuit emulation cards should not be purchased at all. It is to be mentioned here that many Huawei MPLS & BB cards ( together with Huawei MES) are lying unutilized and hence we have already wasted crores of rupees in them with no one asking for any questions.

 As assured by GM(TF-CWG) ---

  He was broadly convinced with it , but told that instead of procuring for all PEs, they can process the case for 4-5 such cards only & test its usability in MTNL network. Later it can be again discussed.

 

Issue Raised --- 

 7.      There is no need of wasting by putting the routers in NCR region until we are having some business cases waiting for us in that region. By planning MPLS routers in NCR, we may waste lots of money cumulatively in rentals of premises also. Moreover whenever needed any installed less utilized MPLS router can be shifted to NCR locations within few days.

 As assured by GM(TF-CWG) ---

  He told that for GSM network these routers in NCR are useful also other 3G Bandwidth sub-lesee can also tap the B/w from there also . But he also assured that these will not be housed in any private premises ( will be put in BSNL premises only) & for putting NCR in MPLS MAP there will not be any purchase of additional Routers.

 

 Issue Raised --- 

 8.      When we are not able to generate any revenue out of apprx. 95 servers in Huawei BB Nehru Place NOC ( till date they are eating out large amount of  money in electricity bills too) and at other places , then why we should purchase some more servers in the garb of  making CGO CWG Data Centre & DR a state of art centre. We should commercialize it with existing set-ups only and not purchase any more Servers.  

 

As assured by GM(TF-CWG) ---

   He agreed with our viewpoint & he told that not a single penny of expenditure will be  made for DC/DR sites & work will be done with present inventory only. He also assured to look into the issue of using the BB servers of NP NOC in DC

 

 Issue Raised --- 

   9.      There should not be any further purchase of FTMS related systems at all, because, we should first test the present redeployment of them over a longer period of time. It is also learnt that for implementation of FTMS, we should first analyse & record our route maps of fibre lay out, which is missing. Hence we should, first prepare our complete route map & get it audited then test the present set-up. It was also learnt that team formed for testing the system, was forced by Officers to give it a OK report.

 

As assured by GM(TF-CWG) ---

 

He agreed with our viewpoint & told that the present FTMS system is not complete hence no payment has been made till date, he also told that Delhi is will not be buying any other extra FTMS systems. He told that he will also advice TPP team for the same.

DoT revives BSNL, MTNL merger plans

The Department   of Telecommunications (DoT) has revived a proposal for the merger of state-run telecom firms Bharat Sanchar Nigam Ltd (BSNL) and Mahanagar Telephone Nigam Ltd (MTNL) to synergise their business operations across the country. The proposal floated by DoT under Communications Minister Kapil Sibal gains significance because the merger plan was given a quiet burial under former telecom minister A Raja for the last three years.

In its draft strategic plan, the department while showing concern over the deteriorating performance of BSNL and MTNL, said: “BSNL and MTNL should be merged as they have complimentary operations and can combine their strengths for synergies.”Increasing competition in the telecom sector has also led to a dip in the performance of the PSUs. “The structure of BSNL and MTNL make it difficult for them to be accountable for their performance. DoT should set up a multi stakeholder committee to develop a restructuring plan for both firms,” the department said in the note.

The committee should have members from public enterprises, DoT and department of IT and ministry of finance, the note said. The telecom PSUs should focus on enterprise business, services to government and public sector, value added services and new technologies like 3G.

GS, Vice President , Com. P.K. Jain A.S., Com. Dilawar Ali, DS Com. Mahesh Sharma , DS Com. A.K. Jain met CGM(WS). Detailed discussions took place regarding various issues pertaining to administrative & average quality of GSM services. CGM assured to take action on the suggestion given by Association to improve  the services, specially mtce./ replacement of old DG sets, AC units, Battery etc. for effective BTS operations.

General Body Meeting of HQ Area: A GB meeting of HQ Area was held on 10th Feb, 2011, at 6th floor K. L. Bhawan. More than 50 members attended the meeting which was presided by Shri. S. K. Sharma. From CHQ GS, Dy GS, OS and Com J. K. Arora, Jt. Secy were present in the meeting. Com J. P. Sharma, Area Secy HQ welcomed the members and CHQ office bearers and also opened the agenda of the meeting. GS and OS addressed the house. Members strongly opposed the looking after arrangement in the cadres of SDE/DE/DGM and demanded that there should be Regular/Officiating promotions. GS assured to take up the issue with the MTNL Management.

MEETING WITH Sh. KAPIL SIBBAL, Hon'ble MoC on Pesnsion Issue

United Forum Representatives Com. V.K. Tomar GS MEA, Com. A.K. Kaushik, GS TEAM, Convenor Com. M.K. Bagchi, Com. S.S. Nanda GS RTOWA, Com. Virjesh Upadhyay G.S. MMS, Com. Mange Ram Sharma President MTNL Staff Union met Hon'ble MoC & IT           Sh. Kapil Sibbal in his office in Sanchar Bhawan today at 1130 Hrs. and briefed him about the MTNL Pension issue and gave memorandum on this issue. After a brief discussion MoC assured that he will get the whole issue examined and call the United Forum representatives again for detailed discussion and also assured that he will do his best to resolve the Pension issue.

Meeting with ED Delhi—GS along with other office bearers met ED on 03-02-2011. GM (A) was also present in the meeting. Following issues were discussed.

1. Constitution of DPC—GS expressed strong resentment over the abnormal delay. in conducting DPC for financial up gradation in various grades of executives and offtg promotion in DE cadre. ED told that DPC constitution will be approved shortly and DPCs will start from 11-02-2011. He also assured that in future there will be no such delay in holding DPCs.
2. Dolphin connections to executives—he assured that he will ask GM (OP) to send all pending files to him for decision on cases recommended by GMs.
3. A detailed discussion was held on renting out of vacant MTNL buildings.
4. Discussion on Vig cases was also held.
5. Upgradation of training center in Delhi—ED informed that Delhi training center is being upgraded and it has been given the name as ITTM (Institute of Telecom Training and management). GS raised some issues related to training centre like non availability of lap tops for faculty members and refreshment to trainees etc, ED assured to address the issues raised by Association.
6. Medical cases- some pending cases of medical reimbursement were discussed. ED and GM (A) assured to examine such cases.

Meeting with Dir (HR) ---GS along with OS & DGS met Dir (HR) on 03-02-2011 and discussed following issues. Jt GM (HR) was also present in the meeting.

1. Regular DPC from SDE (T) to DE (T)—Jt GM (HR) informed that information sought from Delhi & Mumbai units regarding some of the officers have been received and minutes of DPC have been prepared which will be sent to CMD in a day or so for his approval and after the approval of minutes, promotion orders will be issued.

2. Filling of competitive quota of promotion from JTO (T) to SDE (T)—Dir (HR) informed that he is personally perusing with finance wing to get the SDE RR file cleared so that SDE Recruitment rule can be notified at the earliest and competitive exam is conducted.

3. Unjustified deduction of HRA of 2009 batch JTOs/JAOs/AMs—Dir (HR) assured that the CO orders in this regard will be reviewed.

4. Seniority cases in SDE and JTO cadres—CO is engaged in settling such cases. Work is in progress.

5. Employees’ suggestion scheme—Dir (HR) informed that the proposal of Association to start employees’ suggestion scheme has been considered and a link of Suggestion box has been provided on MTNL site www.mtnl.net.in. Orders in this regard will be circulated to Delhi and Mumbai unit in a day or so.

6. Clarification sought by Mumbai unit regarding change of designation—GS explained the issue to Jt GM (HR) and DGM (Pers) who have assured to clarify the issue shortly.

National General Council (NGC) meeting of NCOA----NGC was held on 23-01-2011 at RCF (Rastriya Chemical Fertiliser) Ltd JET hostel Chambur, Mumbai.. GS along with Com R.K.Mudgil, OS, Com J.J. Mathias, Jt GS, Mumbai, Com Virender Singh AGS, Mumbai and some other Com from Mumbai attended the NGC meeting. CMD, RCF inaugurated the meeting by lighting the lamp and also addressed the NGC. LIC representative gave a presentation on group pension scheme. ED (HR) RCF gave a presentation on HR motivation.. In the second session issues related to different organizations were discussed and some resolutions passed. In regard MTNL a resolution was passed for pension at par with BSNL and merger of MTNL and BSNL.

PM flags off nationwide roll-out of

mobile number portability

New Delhi, Jan 20 (PTI) Prime Minister Manmohan Singh today launched nationwide mobile number portability (MNP), a move that will allow users to switch operators without losing their phone numbers.

Customers will have to pay a maximum of Rs 19 to an operator to change their network and the new operator has the option to either waive the fee or reduce it. However, a consumer would be required to continue with an operator for a minimum period of three months in order to avail the MNP service.

Mobile number portability will compel the operators to improve the quality of their mobile services, as they would not like to lose their customers to rivals.

Meeting with GM (HR)—

GS along with DGS, OS and Com R.S.Maan, AGS had ameeting with GM (HR) on 17-01-2011. Jt GM (HR), Managar (HR), AM (HR), AM (IR) were also present in the meeting. Following issues were discussed.

1. Seniority cases in the cadre of JTO and SDE—GM (HR) informed that a committee has been constituted to settle the seniority cases. This committee is going to meet on 2nd Feb to decide the seniority cases.

2. 76-77 Mumbai JTO batch seniority case—GS expressed the serious concerned over the undue delay in settlement of this pending case and handed over the reply of information sought by corporate office from Mumbai unit to Jt GM (HR) who has assured to expedite the case.

3. JTO (T) to SDE (T) competitive exam—GM (HR) informed that case of Recruitment Rules for promotion from E2 to E3 is with Dir (HR). After promulgation of these RRs, competitive exam will be notified. Association will meet Dir (HR) for early promulgation of SDE RRs.

4. SDE to DE regular DPC---GM (HR) informed that DPC was held on 10-01-2011, but on examining the screening report it was observed that grading in respect of some officers is not available. Delhi and Mumbai units have been asked to provide the same at the earliest so that these officers can be included in the promotion orders. <<< Letter from corporate office>>>.

5. SDE to EE (Civil) DPC---Case is with dir (HR) which is to be discussed at his level only.

6. Left out promo ton case fro JTO to SDE—GM (HR) told that these cases will also be decided by the committee constituted for deciding the seniority case. But after the strong resentment from association over the abnormal delay on this issue, GM (HR) assured that after completing all formalities, The laft out cases will be settled by the end of Feb.

7. JTO © ACP cases—Information received from Mumbai unit provided to Jt GM (HR) who has assured to further expedite the case.

8. Transfer of SDEs (civil) from Mumbai to Delhi—GM (HR) said that before issuing their transfer orders, corporate office has to take certain steps to justify their transfer from Mumbai to Delhi for which action has been initiated.

Area General Body Meeting of Nehru Place Area—A General body meeting of NP area was held on 13-01-2011 in Nehru place exchange building which was attended by more than 100 officers. CHQ office bearers and some other area secretaries of other areas were given warm welcome by presenting the flower bouquet. Area Secretary (NP) Com Karamvir Singh, Div Secretary, (NP), Com Amrish Kumar, Div Secy (OKH), Com B.S.Chauhan & Div Secy (SV), Com Bijender Kumar welcomed newly elected CHQ body and raised many issues related to members and services of MTNL. Main stress in the discussion was on shortage of store items to provide and maintain the services. Later on, meeting was addressed by Com Jagvir Singh, President,Com.B.S.Dalal, Working President, Com S.R.Singh, Sr Vice President, Com. H.C.Pant, Vice president, Com V.K.Tomar, GS, Com R.K.Mudgil, OS, Com Sunil Kumar, DyGS, Com Sanjay Kumar, AGS, Com, Dharam Pal Chaudhry, Area Secy, (Dev), Com. J.S.Yadav, Area Secretary, BCP, Com Satyavir Singh, Treasurer & Com Brijesh Kumar, Area Secy (Trans) was also present in the meeting. All speakers expressed their concern on the non availability of required materials to maintain the services smoothly, and also on wrong policies/decisions of Govt/management. CHQ office bearers assured house that CHQ will take all steps to fight against the wrong and delay decisions of the management which affects the MTNL performance inspite of the hard and sincere work by the executives. GS in his address elaborately explained the pension issue and efforts of the Association and UF to get it resolved and other issues which are being pursued by the Association and also mentioned some of the important issues which are the agenda points of Association in 2011 for which Association will make all possible efforts to resolve them in 2011.

· All possible efforts to ensure financial/operational viability of MTNL.

GS and other CHQ office bearers appealed the members to do their best with the available resources and make all efforts at own level to maintain and provide efficient services to the customers. GS also appealed members to attend all calls on their service mobile connection to ensure proper communication with customer, staff and senior officers which will be very helpful in bringing satisfaction amongst all concerned.

Meeting with CMD on 05-01-2010 regarding pension issue---A meeting of UF was held with MTNL management on 05-01-11 in committee room 12th floor Jeevan Bharti building. All the affiliate Associations and unions of UF attended the meeting. From management side, CMD, Dir (Fin), Dir (HR), GM (HR), Jt GM (HR) & GM (A) Delhi unit were present in the meeting. CMD briefed that MTNL management is making all efforts for expediting the pension issue. He told that MTNL management had many discussions with concerned DOT officers and provided all relevant information sought by DOT. He informed that Hon’ble MOS, C&IT, Shri Sachin Pilot had come to MTNL corporate office and assured management that he will make all possible efforts to settle MTNL pension issue and also asked MTNL management to tell Unions/Associations not to resort any protest action which affects the MTNL services. UF expressed its satisfaction on the persuasion of MTNL management and requested to further expedite the case with the involvement of Secretary, DOT. CMD assured that all efforts will be made to get the issue reached to logical end at the earliest.

Discussion with CMD on New Year Agenda--

GS along with other office bearers met CMD and had brief discussion on the New Year agenda for the betterment of MTNL. CMD told that management has decided to bring IMS and FTTH (Fiber to the home) at the earliest for which work has started. He also told that 2011 will be observed as “CUSTOMER DELIGHT YEAR’. He asked Association representatives to convey his message to all officers that every one has to make all possible efforts to make customer delight particularly through pleasant dealing with customer. Grievances of customer are to be heard patiently and replied pleasantly so that he may feel comfortable with MTNL.GS also asked CMD to make senior officers of MTNL to take quick decisions on the matters on their disposal and to come out from their old practice of delayed decision in 2011 so that MTNL can also move fast with the pace of telecom industry. CMD has assured that he will issue the instructions that levels of decision making are to be reduced and files are cleared on time bound basis. CMD also informed that “EMPLOYEES’ SUGGESSION SCHEME” will be started shortly and also informed that vender is making delivery of MODEMS on 10th Jan, so the shortage of modems will not be there after 10th Jan.

Tatas, Aircel only takers for MTNL 3G airwaves

NEW DELHI: Tata Teleservices and Aircel are poised to bag third-generation spectrum in the lucrative Delhi and Mumbai metros as they are the only bidders for MTNL’s offer to share its 3G network with two firms that pay the highest price. Aircel had won 3G airwaves in 13 circles and Tata Teleservices in nine when these frequencies were auctioned last year, but both these companies had failed to bag spectrum in Delhi and Mumbai. They had lost out to the country’s three largest mobile phone companies by both revenues and customers—Bharti Airtel, Reliance Communications and Vodafone Essar—in these metro cities, which are estimated to account for a fifth of the mobile industry’s revenues.
MTNL had set `1,400 crore as the base price per operator when inviting bids from other telecom service providers to use its 3G frequencies, which enable services such as video calling and high-speed internet on phones.
The state-owned operator will make a minimum of `2,800 crore from this deal. “The financial bids of both Tata Teleservices and Aircel will be opened in January—it is possible that the bid amount may be comparatively higher than the base price,” a top MTNL executive with direct knowledge of the development told ET. “There is also a revenue-share component—this depends on the type of 3G service offered—for instance, there are different slabs for voice and video calls, high-speed internet and other data services,” this executive added.
Both Tata Teleservices and Aircel declined to comment, but a top executive from one of these companies confirmed that they were the only mobile phone companies to have submitted bids to MTNL. Talks on for roaming alliances
All the six private players that won 3G airwaves are in talks with each other for strategic roaming alliances to offer these high-end services across the country. Such alliances have been made necessary since no player had won pan-India 3G airwaves during the auctions. So far, only two private operators—Reliance Communications and Tata Teleservices—have launched 3G services.
The deal also involves the winners sharing 3G airwaves outside these metro cities with MTNL when the latter’s customers are on roaming. Between Aircel and Tata Teleservices, the duo jointly has 3G airwaves in all circles except Himachal Pradesh. Put simply, the deal will also enable MTNL to offer third-generation services on a pan-India level, except in Himachal Pradesh, for which it is in talks with BSNL.
