A
grand open session of MEA was
held on 30th Nov 2010 at saha auditorium.
More than thousand members came to
attend the open session. Function
was presided by MEA president Com
Jagvir Singh. CMD, MTNL, Shri Kuldip
Singh was chief guest of the function,
Dir (HR) Shri S.P.Pachauri, Dir (F),
Smt Anita Soni, ED, Delhi Shri Manjit
Singh were the guests of honour. Shri
K.Ashok Rao president NCOA, Shri M.K.Bagchi,
President RTOWA, Shri A.K.Kaushik,
Shri A.A.Khan, AGS, SNEA (I), Shr
S.N.Prasad, GS MEA Mumbai, Shri S.S.Nanda,
GS, RTWOA, Shri Mangeram Sharma, President,MTNL
Staff Union, Shri Giri raj Sharma,
President MTNL Mazdoor Sangh were
special guests. GS read out key note
address. Com S.N.Prasad also raised
many HR issues and issues of Mumbai
unit. ED, Delhi Shri Manjit Singh
stressed on the improvement of operational
efficiency and announced that the
proposal of Association to start “employees’
suggestions scheme” will be
considered by MTNL management. Dir
(Fin), Smt Anita Soni also stressed
on revenue generation and informed
that MTNL has again received refund
of Rs 300 Crore from income tax department.
Dir (HR) gave status of pending HR
issues and also spoke elaborately
about the financial and operational
viability of the company and said
that MTNL management and its employees
only can turn around the company.
He also said that the proposal of
Association to engage a consultant
to suggest business strategies, internal
re-engineering of business through
an appropriate plan of action is under
consideration. He informed that JTO
(T) to SDE (T) regular promotions
through seniority cum fitness and
completive quota exam will be held
after promulgation of SDE (T) RR which
are expected by Jan 2011. Regular
promotions in E5 cadres are in process
and will be completed shortly. CMD
in his address touched many issues
related to govt policies, pension,
MTNL financial and operational viability.
He said MTNL’s performance is
better than other competitors. He
called MTNL management and employees
as Team MTNL and hoped that if we
all work with team spirit than we
can turn around the company. He also
assured that pension issue will be
pursued vigorously. He also called
upon the senior management to provide
the appropriate quantity of store
items for providng and maintaining
services efficiently.

the second phase of agitational programme,
more than 15000 employees and officers
participated in a Massive Rally on
18/11/2010 under the banner of United
Forum of Unions and Associations of
MTNL to demand Govt. Pension at par
with BSNL. Rally started from Khurshid
Lal Bhawan at 12.30 PM and reassembled
at Parliament Street. Trade Union
leaders of all the Associations and
Unions addressed the gathering. Com.
M. K. Bagachi, convener and Com Mange
Ram Sharma, President of United Forum,
submitted the memorandum to the Prime
Minister's office. Leaders of United
Forum also announced to go on non-co-operation
from 18/11/2010 itself till the settlement
of the pension issue.

to officers for efficient telecom
services during common wealth games-- A
function was organised by MTNL managment
on 11-11-2010 in MTNL auditorium in
CGO Door Sanchar Sadan. A large number
of officers who were involved in providing
efficient telecom services during
common wealh games were appriciated
by CMD MTNL and gave away appriciation
letters to the officers for thier
efficient work which helped MTNL to
provide excellent telecom services
in the inernational event. This function
was attended by all board of directors,
ED, Delhi many GMs and other senior
officers of Corporate office and Delhi
unit.CMD said that CWG project has
been very useful for MTNL because
it has earned lot of credibility among
various agencies and customers.Association

Successful massive Demonstration at
Parliament Street : more than
10,000 officers and employees participated
in the demonstration at Parliament
Street on 9th Nov 2010 at lunch hour
under the banner of United Forum of
Associations and Unions of MTNL to
press the govt to decide pension at
par with BSNL and revision of pension
and also completion of absorption
process in MTNL. Gathering was addressed
by Com V.K.Tomar GS, MEA along with
other General Secretaries of different
Unions and Association. GS in his
addressed said that it is the struggle
for saving the present and future
of the employees of MTNL. It is the
struggle for saving the MTNL by making
it financially viable by way of ensuring
payment of pension in MTNL from govt
as in BSNL which will ease the burden
of Rs 600 crore per annum to MTNL
which is liable to be increased to
Rs 1000 crore in coming years. GS
appealed every body to be prepared
for next programme of Rally to PM
house and non- co operation on and
w.e.f 18th Nov 2010. This programme
was covered by a number of reporters
from electronic and print media.

MTNL posts net loss as wage costs
rise

Spiralling wage costs coupled with
lower non-operating income impacted
the second quarter financial results
of state-owned Indian telco Mahanagar
Telephone Nigam Ltd (MTNL), with the
telco slumping to a net loss. In the
three months ended 30 September 2010
MTNL posted a net loss of INR6.05
billion (USD135.7 million) compared
to a profit of INR213 million in the
same period a year earlier. In its
second fiscal quarter the company
revealed that staff costs had risen
by more than 70% year-on-year to INR7.83
billion, up from INR4.6 billion, with
actual payouts for retirement benefits
soaring by more than 650%, from INR154
million to INR1.02 billion. Revenue,
meanwhile, for the three-month period
stood at INR10.95 billion, down 1.9%
y-o-y from INR11.16 billion, with
turnover from ‘other services’, such
as broadband, helping in part to offset
some of the declines; revenue from
mobile voice, fixed line and wireless
in the local loop (WiLL) services
were all down against 2Q 2009/10.
In operational terms MTNL’s fixed
subscriber base continued to decline,
with it reporting a total of 3.47
million basic wireline connections
(down from 3.51 million), and 295,275
WiLL connections (310,639) at end-September
2010. Cellular subscriber numbers
did increase however, to 8.79 million,
up 7.3% against the number a year
previously. Broadband subscriber numbers
at the end of the quarter were 890,640,
up from 735,744 at 30 September 2009.

policies have pushed MTNL into the
red where there is threat to the pension
and salary in the days to come because
MTNL has to make payment and provision
of pension from its resources in the
tune of about Rs 600 crore which is
liable to be increased every year
while it was to be born by Govt as
in BSNL. And Govt decisions have reduced
the company of 5000 crore cash reserve
to the company of 7000 crore loan
on its
balance
sheet by taking
away 11000 crore as spectrum charges
arbitrarily. So come together and
fight against govt policies.

of WS wing---A nicely arranged
general body meeting of WS wing was
held on 02-11-2010 in Tis Hasari Exchange
building. A large number of officers

Kumar, OS, Com R.K.Mudgil were given
warm welcome by Com Pankaj Sharma,
Area Secretary and his team. GS, AGS
& OS addressed the meeting. GS
in his address thanked Dir (HR) for
being present in a Area General body
meeting and hoped that it is the beginning
of new industrial relations in MTNL
which is the good sign for the health
of the MTNL. GS also briefed the financial
position of MTNL and attributed it
to the wrong Govt policies. He said
it can be tackled by combined efforts
of Management & Association to
fight wrong govt policies and improvement
in operational efficiencies. DGM Shri
Jitendra Garg who had come along with
Dir (HR) gave a power point presentation
on the future of the MTNL. Dir (HR)
had a brief interactive session with
the officers present in the meeting
and than addressed the house. In his
address he explained the financial
position of the MTNL and stressed
that if all will work honestly and
sincerely, company can be turned around.
He said that now we require motivated
and dedicated work force for which
there is the need to reward good people
and punish bad one. He said in today’s
time people are more important. He
asked every body to think new ideas
to improve the efficiencies. Later
he joined the lunch with all officers.

for regular DPC in DE cadre (filled
up in old performa)---GS apprised
GM (Adm) that officers who are required
to send their CRs for regular promotion
in DE cadre, are in E5 scale and as
per corporate office orders endorsed
by him, these officers have to fill
up their CRs in new Performa for the
year 2009 to 2010, but they have already
filled up and completed their CRs
in old Performa, which are not being
received by CR cell in ED office because
of which only 32 CRs out of 112 required
for DPC have been received in CR cell.
GS asked GM (A) to allow these officers
to submit their CRs already filled
up in old Performa so that regular
DPC can be conducted timely. GM (A)
has agreed that the already filled
up CRs in old Performa signed by controlling
officer and counter signed by competent
authority will be received for regular
DPC but whose CRs are not yet completed
will be filled up in new Performa
only. Therefore, all Area/Divisional
secretaries have to ensure that all
pending CRs required for regular DPC
for DE cadre are received in ED office
at the earliest to get DPC completed

forum of MTNL Executives’ Associations

a meeting of their office bearers
in CTO dormitory on 08-10-2010. This
meeting was attended by more than
300 office bearers of different unions
and Associations of serving and retired
officers/employees. Gathering was
addressed by Com M.K.Bagchi President
of retiree’s Association
& Convener of UF, Com V.K.Tomar,

their safe job with their legitimate

MEETING
WITH ED, DELHI—GS along with
AGS, Com Sunil Kumar met ED on 07-10-2010
and discussed following points.
1.
A detail discussion on the services
of MTNL Delhi was held, particularly
the damage of services of MTNL during
preparation work of CWG. Association
suggested many things regarding the
improvement in cable network. He was
convinced with the suggestions given
by Association and expressed his intention
to work on these points. ED appreciated
the efforts of officers who were responsible
for providing and maintaining telecom
services in CWG.
2. Filling vacant
post of DEs on officiating basis—GS
informed ED that the justifications
of requirement of DEs in areas have
been sent by area GMs to GM (A) and
asked him to fill up the vacant posts
of DEs as he had promised in the last
meeting. After a brief discussion
he assured that process of filling
DEs post will be started shortly.
3. Reviewing
of CRs-CRs of some officers
which are to be reviewed by him are
pending in his office for a long time.

panel to look into MTNL’s pension

NEW DELHI: The Prime Minister’s Office
(PMO) has entrusted a committee of
secretaries with the task of working
out a solution that will allow the
Centre to partly pick the tab for
pension of MTNL employees after the
company said it may find it difficult
to meet this obligation due to mounting
losses, an official aware of the development
told ET.
The PMO intervened after this issue
snowballed into a huge controversy,
possibly impacting other public sector
companies in sectors where there are
wage differentials. With several departments
expressing differences of opinion
over a bailout for MTNL, with regard
to pension, the PMO said the committee
of secretaries (CoS) must resolve
the issue and place possible solutions
before the Union Cabinet, the official
quoted above said.
MTNL, which offers communication services
in Delhi and Mumbai, pays its employees
at a higher grade when compared to
sister concern BSNL. Under this deal,
MTNL was to take care of pensions
by itself.
The central government picks up BSNL’s
employee pension bill.
Some government departments fear that
if the Centre were to partly pay MTNL’s
pension bill, this would lead to demands
from BSNL’s 3,00,000 employees for
parity in the compensation structure.
The department of pension and pensioner’s
welfare has said that even if parity
in compensation structures were established
between BSNL and MTNL, there could
be wider ramifications as it could
result similar demands from PSUs in
the same sector, which have wage differentials.
But, the department of expenditure
has said it does not agree with these
observations.
ET also reviewed internal department
of telecom notes which detailing the
position of different ministries as
well as that of the PMO asking that
the CoS resolve the issue.
MTNL declared a loss of `2,514 crore
for the year ended March 2010, and
said this was largely due to a one-time
expense of providing retirement benefits.
Again, for the three months ended
June 2010, the company registered
a loss of `451.4 crore, 10 times more
than the corresponding period last
year, citing rising staff costs and
setting aside provisions for retirement
benefits as reasons for the decline.
The telco, which is 56% owned by the
government, had also sought the latter’s
permission to reduce its staff strength
by two-thirds, as one the possible
steps to arrest a massive decline
in revenues and profits. The telco
also added that going forward, the
pension component would increase further
and it would be impossible for the
company to bear this cost in a competitive
market crowded with aggressive rivals.
The telecom department has blamed
MTNL for the current impasse: “Had
MTNL agreed to the creation of a pension
fund, as repeatedly demanded by DoT
in the past, government would have
made significant one-time payment
to the fund, thereby giving relief
to MTNL in meeting this expenditure.
However, DoT is taking all steps to
get the matter cleared by the Committee
of Secretaries and the cabinet,” an
internal note of the communications
ministry dated September 20 said.

Meeting was held on 24-09-2010
which was attended by more than 100
office bearers. Com V.K.Tomar,GS addressed
and apprised the house about the latest
status of pension issue. GS told that
there is no remarkable development
in the pension issue; it is still
pending in the Department of Expenditure,
ministry of finance for its fresh
comments on the issue of pension in
MTNL on par with BSNL. CEC acknowledged
that the settlement of pension issue
at par with BSNL is of the utmost
priority and it should be fought with
full strength and unity with all unions
& Associations. CEC resolved that
strong worded letter should be written
to the govt immediately and agitational
programmes immediately after common
wealth games.
CEC was also addressed
by Com G.L.Jogi, GS, SNEA, Com. A.A.
Khan, AGS, SNEA, Com Sabestin, AGS,
SNEA & Com S.S.Nanda, GS, and
Retired Telecom Officers Welfare Association.
Com Jogi stressed that it is the time
when Association should fight for
financial viability of the company,
he said that no body in MTNL and BSNL
management seems to be very much concerned
about the financial viability of the
company. So the Association is required
to take the aggressive initiative
in this direction and also to see
that non performers either in higher
level or in our cadres are shown doors.
Com Nanda expressed his concern about
the pension & revision of pension.
He also assured full support in any
decision taken by the Association
in respect of pension from Govt and
revision of pension after pay revision
of working employees.
After elaborate
discussion on the financial viability,
it was decided that a MTNL
WATCH DOG
will be formed by the Association
which will keep watch on the management
policies, new projects, completion
of projects, mtce of project, corruption
at all levels, in decisiveness at
higher level etc. On the basis of
the finding of the Watch DOG, GS will
take up the issues at all levels in
Management/ govt. Some young officers
who are B tech, MBA, CA wanted to
start KNOWLEDGE
BANK on the MEA site
which may provide relevant technical,
managerial and financial information
to the members which will be use full
in day to day working. CEC accepted
this idea and allowed GS to work on
these ideas to start, MTNL

ORGANISATIONAL
MATTERS—GS appreciated
that the response of members have
been very remarkable during the crises,
and they have rose to the occasion
when ever there was a need.
But the fact remains that
we have failed to make a disciplined
organization. In today’s scenario
when we have to fight against the
govt policies and inactive and indecisive
officers sitting on higher levels
in MTNL, a well organized and disciplined
Executives’ Association is required.
CHQ office bearers expressed their
unhappiness over the working of divisional
organizations. Divisional Secretaries
are the key of the organization; they
need to be more and more disciplined
and pro active to make our organization
a disciplined and strongest organization
of public sectors. Divisional and
area secretaries are requested to
maintain the proper record of their
membership and hold regular GB meetings
and meeting with Management. It has
been observed that Divisions are irregular
in paying their subscription and special
contribution, so all are requested
to pay subscription and special contribution
of 100% members of MEA. NO member
is to be spared for subscription &
special contribution. Association
has decided to start a welfare Scheme.
There fore all divisional secretaries
have to give the list of their bonefide
members so that in case of any mishappening
the welfare amount can be released
to the family.

been superseded by his order of giving
Garuda RIM against faulty Garuda sets,
so his order is to be modified with

of Garuda RIM for officers. GS also
asked him to take a decision to give
dolphin connection to all officers.
ED has noted down the proposals of
GS and assured to discuss this issue
with GM (OP) to find the solution.

Filling of vacant posts of DEs/CAOs—ED
said that he had asked the requirement
of SDE/DEs from all GMs but no one
has sent the information about the
requirement of officers except GM
(Fin) and GM (TRA) who have given
information about CAOs. ED asked GS
to get this information from GMs so
that the decision of promoting officers
to DE cadre can be taken. All
area Secretaries are once again requested
to send this information from their
areas at the earliest.

asked GS to convey to all officers
that they have to make optimum utilization
of available resources to get faults
rectified quickly. Association appeals
to all officers to give their best
to maintain the services efficiently
otherwise we may loose our bread and
butter.

which working spouse is also covered
has already been sent to Dir (Fin).
It is still under consideration of
finance wing.

Holding DPC for financial up gradation
twice a year—Association
raised the issue of holding DPC twice
a year for financial up gradation
so that those who complete their eligibility
period after Oct, are not made to
wait till next Oct. GM (HR) assured
that he will look into the matter.

Pending clarifications of Mumbai unit
regarding counting trg period for
Ist time bound financial up gradation
for JTOs recruited before Oct 2000—Jt
GM (HR) said that orders were very
clear and there was no scope for asking
any clarification. Yet the clarification
will be issued shortly.

The issue of Mumbai unit regarding
Ist time bound financial upgradation
to the JTO (C ) who got ACP in 1999.
JTO ( C) who got their ACP in 1999
before absorption in Oct 2000, were
to get Ist financial up gradation
from E3 to E4 as was given to SDE
( C ) who absorbed in SDE scale in
Oct 2000. But these JTOs have been
given financial upgradation from E2
to E3. This issue was discussed in
length and relevant orders/representations
were handed over to the GM (HR) who
assured to go through the case and
decide at the earliest.

Officiating promotion in the DGM cadre
instead of looking after arrangement—GS
asked GM (HR) to move a proposal to
give officiating promotion in the
DGM cadre to the DEs who were promoted
on regular basis in June 2009. Most
of these DEs were promoted by DOT
on adhoc basis 8-10 years before.
But MTNL promoted them on regular
basis in June 2009. So none of them
is completing the required service
as regular DE to become eligible for
officiating promotion to DGM cadre.
When this concern was raised by Association
in June 2009 to get the effect of
regular promotion from the date of
adhoc promotion by DOT. Dir (HR) had
assured that these officers can be
made eligible for officiating promotion
to DGM cadre by giving one time relaxation
in the eligible condition of regular
service in the DE cadre. GM (HR) assured
to discuss this matter with Dir (HR).

discussion, Association representatives
requested him to get the issue expedited
so that early decision can be taken

by cabinet secretary. Member (S) asked
Association representatives to provide
certain inputs to make issue more
clear and strong before department
of expenditure and other nodal agencies.
Association representatives also met
DDG (TPF) who informed that Department
of expenditure has sought the information
from DOT that how much govt liability
will be there if trust is formed.
In turn, Dot has asked MTNL to make
calculations in this respect so that
reply can be given to DOE whose fresh
comments are required to be sent to
committee of secretaries on the issue
of pension in MTNL in accordance to
Rule 37 A, clause 21 & 22 as in
BSNL.
In the light of above,
joint forum will have discussion with
all stake holders to find out the
way to expedite the settlement of
pension in MTNL at par with BSNL.

to all executives, and replacement
of Garuda service connections with
dolphin connections. GS reminded him
of the discussion on this issue in
the last meeting in which he has assured
to review the case in one week, but

him to take this case in the ECM if
he can not take decision on his own
as CMD has agreed to decide this issue
in ECM. ED asked GS to brief the whole
case to GM (OP), so that appropriate
action can be taken on the issue.

CMD on 26-07-2010. Following issues
were discussed.

Financial viability of MTNL after
the payment of Rs 11000 Crore to
Govt for spectrum charges---Association
expressed its concern over the financial
viability of MTNL and asked CMD
to take up this issue at the highest
level in the Govt, so that the huge
amount paid by MTNL can be refunded
or compensated by Govt. CMD informed
that MTNL has already taken up this
issue with the Secretary DOT and
Minister Communication, and both
of them have given positive
response on this issue and also
assured that matter will be taken
up with the highest level in the
Govt. Regarding the earning of revenue
from3G and BWA, CMD told that 3G
spectrum can be a business of profit
if MTNL gets success in its plan
to share spectrum with other operators
who could not get spectrum in Delhi
& Mumbai. In this respect he
informed that MTNL is in the process
of signing UOI with the interested
companies. Reserved price for using
3G spectrum in Delhi and Mumbai
by other companies will be Rs 280
Crore PA. This amount can increase
if no of interested companies increased.
CMD expected more than 500 crore
revenue from 3G services and spectrum
sharing. He also told that good
revenue can also be earned by renting
out spare MTNL building, for which
MTNL is already in the process of
renting out spare buildings in prime
locations. He requested Association
representatives to arrest the trend
of loss of revenue in every quarter
by improving the services of MTNL.
He was very particular in mentioning
the surrender of broad band connection
which gives ten times more revenue
than a GSM connection. He reiterated
his saying that officers should
remain in touch with our esteemed
customers particularly when there
is any problem in our services so
that they can get proper information.

GSM services—
the issues related to the quality
of mobile services were discussed
in length. During discussion, CMD
mentioned that a large number of
BTS remain down because of power
failures in spite of the fact the
diesel is purchased in abundance
for generators. GS mentioned many
reasons of BTS failure and also
apprised CMD that one SDE is supposed
to maintain 30-35 BTS but there
are cases where one SDE is maintaining
80 to 90 BTS. How quality can be
maintained with such shortage of
staff. CMD asked GS to come with
concrete proposal to improve the
mobile
services.GS
also brought to the knowledge of
CMD that mobile billing server of
Mumbai was down for 3-4 days. He
assured to look into this matter

the Association and asked to come
with a proposal which will not have
any functional and hierarchal problem.

officiating/looking after basis—Association
expressed its deep resentment and
frustration of officers over undue
delay in filling vacant posts of DEs.
ED was still stuck to its stand of
justifying less post of DEs after
the reduction in land line connections.
We argued that in spite of reduction
in land line connections, total indoor
and out door network is maintained
for providing services to existing
customers and prospective customers
who can only be added if existing
services are excellent. In support
of his argument, GS also explained
him that AMC of switches is given
for total capacity of switch irrespective
of working numbers. Association even
argued that if GMs post can be increased
than why not existing posts of promotee
officers can be retained. But in spite
of all arguments, ED appeared to be
pre determined not to fill up existing
posts. He was linking promotions with
the revenue. Association explained
him that loss of revenue is not because
of officers, but because of Govt policies
and management decisions. But when
GS asked him the decision on this
issue in yes and no, he kept saying
that I am not against promotions but
norms of all cadres should be redefined
in view of reduction in land line
connections. So, comrades, our vertical
promotion aspects are in dark, be
ready for struggle. We have also conveyed
to ED that now we will go to our members
and take decision as per their wishes.

Replacement of service Garuda connection
with Dolphin sim—this
issue was once again explained to
him. After discussion, he assured
to review this case.
3.
Separate tender for cable mtce and
early favorable decision on the charge
sheets issued to officers because
of wrong decision of administration--
After detailed discussion, he assured
to look into this matter with a positive
approach to find the solution of these
problems.
4.
Shortage of vehicles in the fields
to maintain the services—On
this issue, ED informed that a purchase
order of 55 new vehicles has been
placed, first delivery of 10 vehicle
is expected by 20th July and rest
of vehicles will also be supplied
very shortly most probably in the
month of July or august. When association
asked him to divert the inspection
vehicles in the areas. He informed
that four inspection teams along with
vehicle have been diverted to Common
Wealth Games project. We have pressed
him for more vehicles for maintaining
the services.

Shortage of store items-- we
strongly raised this issue that how
services can be provided to the customers
if necessary store items like, modem,
drop wire, instruments and TSF kits
etc are not available to the required
quantity and quality. He said that
efforts are being made to meet the
field requirements. PGM (O) has been
authorized to take decision on these
issues.

3G hand sets to the officers who are
working with 3G network –
He said CGM (WS) is authorized to
take decision on this issue.
Many other issues
related to the improvement in the
services, proper utilization of staff,
staff grievances and revenue generation
were discussed in length. We asked
ED to take prompt decisions on all
matters. We said to the ED that every
one in MTNL is talking about the vision,
but no one is taking action, but if
action is taken there is no vision
behind it. We told him; Vision with
out action is day dream and action
with out vision is night mare.

with Dir (HR) --- GS along with, president,
AGS, OS & Jt. Secretary Com Sunil
Sonkar met Dir (HR) on 06-07-10 and
discussed following issues.
Personal up gradation
of post upto E-7.—this issue
was discussed in length. After detailed
discussion, Dir (HR) asked GS to provide
certain information related to this
issue, which GS has assured to provide
in a short while.
Regular DPC to fill up vacant posts
in executive cadres—Association raised
the issue to fill up all vacant posts
of executives on regular basis. He
assured to start the process.
Sr Manager recruitment
Rules—Association strongly
registered its opposition against
25% outsider recruitment at Sr manager
level and asked to fill up all posts
by internal candidates through seniority
cum fitness and limited departmental
competitive exam. Association also
asked to remove the age limit and
qualification for departmental exam.
Dir (HR) insisted for 25% direct recruitment,
but was ready to increase age limit
from 40 Yrs to 50 Yrs for departmental
candidates to sit in departmental
competitive exam for Sr manager. Association
maintained its stand on the issues
and informed Dir (HR) that any deviation
will be opposed tooth & nail.
Medical benefit to
the working spouse—Dir (HR)
informed that new medical scheme is
under consideration, and efforts will
be made to cover working spouse in
this scheme. Association asked him
to with draw the orders which stopped
medical benefits to the working spouse
and allow them as it was earlier till
new medical scheme is finalized. He
assured to look into the matter.
Transfer of 7 SDE
© back to Delhi unit who were posted
Mumbai on their promotion from JTO
to SDE—GS explained the problems of
these SDEs and also the availability
of SDE posts in Delhi unit. After
detailed discussion, he assured to
look into the matter.
Increase of stipend
of JTO/JAO/AM trainees from 17000/-
to 25000/--GS explained
that the increase in stipend from
Rs 12000/- to Rs.17000/- is not in
accordance to the revision of pay
scale from Rs 10750- to 20600/-. As
per revised pay scale it should be
25000/-.Dir (HR) assured to look into
this case.
Issue of pension and
refund of 3G & BWA spectrum charges
were also discussed in length. He
informed that MTNL has also written
to DOT for refund.

of issues raised by the Association
are being seriously considered in
corporate office . He assured that

are being considered and will becleared
shortly.He asked concerened staff
to put up pending seniority cases
in SDE cadre.He also told that transfer
of 7 JAOs who were transferred to
mumbai on promotion are being considered,
orders will be issued shortly. GS
requested to put up the case of JTOs
(C) also who were transfered to Mumbai
on promotion for transfer back to
Delhi. He assured to put up the cases.
He told other issues raised by association
are also being discussed at heigher
level.

AGS met Dir (Fin) on 15-06-2010
and discussed following points.

Heavy spectrum fee for 3G and
BWA—GS told Dir (Fin) that spectrum
fee of Rs 11000 Cr for 3G and BWA
for two cities ie
Delhi and Mumbai is too high
in comparison to Rs 18000 Cr for
PAN
India license for 3G and
BWA.GS asked DF that
it should be strongly taken up with
Govt, and also the payment should
be made in 20 years instead of full
payment in one installment. Dir
(Fin) informed that MTNL has borrowed
a loan of Rs 2500 Cr and another
4500 Cr loan is being negotiated
with different banks. So in total
MTNL will have to take loan of Rs
7000 Cr. Association expressed the
concern about the repayment of this
huge loan and financial viability
of MTNL. Dir (Fin) explained the
compulsion of MTNL to pay this huge
amount, and also informed that MTNL
has already discussed this issue
with Secretary DOT, who has told
that any problem of MTNL regarding
this issue will only be considered
after the full payment of spectrum
fee. Regarding repayment of loan,
Dir (Fin) revealed the plans of
MTNL and also asked Association
to ensure operational profit by
providing efficient services to
its customers. Association assured
that all efforts are being made
by executives to ensure the financial
viability of MTNL, but also raised
the problems being faced in providing
efficient services because of scarcity
of required materials. Association
also assured Dir (Fin) that spectrum
issue will also be taken up by association
with govt of India .

Medical benefit to the working
spouse of MTNL employees- This
issue was discussed and dir (Fin)
appeared positive on the request
of Association to include the working
spouse of MTNL employees in medical
scheme of MTNL. Issue will be discussed
further with Dir (HR).

Increase in stipend for JTO/
JAO/AM trainees from Rs 17000/-
to Rs 25000---Association explained
the necessity of increase of stipend.
On this issue also she appeared
positive and asked GS to further
discuss with dir HR).

Pension issue—GS informed
Dir (Fin) that as per information
received from DOT, comments of department
of expenditure are still pending
with them , there is need to put
pressure on govt to expedite the
issue . She told MTNL is trying
its level best. Association/unions
are also required to make their

Latest status of MTNL pension
issue—GS along with AGS Com
Sunil Kr met DDG (Esstt), DOT on 14-06-2010
to know the latest status of pension
issue. He informed that comments of
Department of expenditure are still
awaited. In this regard a reminder
has been sent to DOE two days before.
Fresh comments of DOE are required
for ministry of law which has asked
for these comments before giving legal
opinion on the issue of pension in
MTNL a par with BSNL. After legal
opinion of department of legal affairs,
the pension issue of MTNL will be
again discussed in the committee of
secretaries headed by cabinet secretary.

office bearers met CMD, Dir (HR) &
Dir (Fin) on 29th May and expressed
their sincere gratitude to the MTNL
management for implementing new pay
package with 30 % fitment. Association
representatives assured CMD that all
officers will leave no stone unturned
in providing efficient services to
our esteemed customers and all efforts
will be made by Association to ensure
the financial viability of MTNL.GS
asked Dir (HR) that an expert committee
be constituted to suggest the innovative
steps for the revamping of MTNL. GS
assured that Association will ensure
the implementation of recommendation
of such committee for the betterment
of the company. CMD expressed its
concern once again over the surrender
of BB connections. He asked association
representatives to work to stop the
churning of BB connections. He said
if we could not perform better than
it will be very difficult to sustain
the pay hike after one year. He informed
that MTNL will have to pay Rs.6600
crore for 3G spectrum fee and another
1500 crore for wire less broadband
spectrum fee. He told that to meet
this expenditure, MTNL will have to
borrow about 2500 crore loan from
bank in addition to cash reserve of
MTNL. So, every one has to work hard
with given resources so that loan
can be repaid back in one year. Association
appeals to all officers to make best
possible efforts to provide excellent
service to its customers and also
to suggest how to improve the services,
and the ways to increase MTNL revenue
and profit.

of MEA Delhi was held at CTO dormitory,
eastern court New Delhi-
At the very out set
GS congratulated the august house
for getting new pay package with 30
% fitment and thanked all rank and
file of the Association for their
support, co operation and patience
shown during last one year. GS also
thanked MTNL management for their
positive approach and sincere efforts
in getting Administrative approval
for 30 % fitment.
Every office bearer
felt that after getting new pay package
with 30 % fitment, it is now our turn
to pay back to company in the form
of hard work and sincere efforts to
grow and improve the services of MTNL
to sustain the present benefits for
long time. Now every one in MTNL will
have to realize that one has to give
his/her best to sustain the present
benefits other wise we may loose our
benefits if we could not deliver our
best with the given resources.
CEC felt that there
are certain issues, which needs to
be discussed with ED immediately for
the proper maintenance of services.
Shortage of store items is one of
the most important issues. A committee
of office bearers was formed which
will gather all information related
to services and suggest the way how
things can be done in MTNL for improving
the services.
Following
cadre welfare issues were also discussed.
- Pension
at par with BSNL—GS
explained the issue in detail
and informed the house that settlement
of pension issue is very much
required for the survival of MTNL
He assured the house that issue
will now be taken up strongly
by JF.
- RRs
of Sr management trainees—GS
told that one of our suggestions
of making BSc candidates eligible
in competitive exam has been considered,
but still certain amendments are
required in these RRs. Removing
age limit for departmental candidates
and no outsider recruitment at
Sr manager level as was assured
by MTNL management and Chairman
telecom commission to the Association
in writing on 31st oct 2002 during
our agitation are the main points
which will be taken up with MTNL
management shortly.
- Delay
in competitive exam from JTO (T)
to SDE(T)-issue
now will again be taken up with
management strongly. Earlier DIR(HR)
had assured that after implementation
of new pay package, exam will
be conducted.
- Personal
up gradation of post upto E7 as
assured during absorption-issue
will be taken up again strongly
with management
- Increase
in stipend of JTO/JAO/AM trainee
from 17000 to 25000/-issue
will be taken up with management
shortly
- Harassment
of field officers—cases
will be taken up with ED and other
concerned officers to get immediate
settlement.
- Abnormal
delay in offtg promotion in the
cadre of DE/CAO—issue
will be taken up with ED Delhi

the basis of letter of GS, MEA,
GM(OP) has sent the proposal to
ED. File is still pending with
him. It will again be taken up

payment of Residential service
telephone connections working
in NCR—this
issue was discussed in detail
with Dir (Fin) and CMD and finally
it was decided that individuals
will have to pay bills of their
residential telephone connections
to BSNL and get it reimbursed
from their MTNL office for entitled
calls.

MoC&IT has approved the PAY REVISION

members who despite all odds stood
with the Forum and gave whole hearted
& resilient efforts in acheiving

Meeting with PGM (O)
GS along with president, OS
& AGS met PGM (O) on 29-04-10
and discussed the various problems
and unnecessary harassment being faced
by the field officers in different
areas. Shortage of store items and
indecisiveness at higher level were
also discussed elaborately. Association
also expressed its concern over the
slow restoration of MTNL services
damaged by CWG development works.
PGM (O) assured that he will do his
level best to find the solution of
the problems raised by the Association.
Issue of more than 100 vehicles, which
have gone off road because of the
non CNG as per Delhi Govt instructions,
was also discussed. Association informed
to PGM (O) that shortage of these
100 vehicles will add to the problem
already being faced in fields because
of shortage of vehicles in MTNL Delhi.
It will be very difficult to smoothly
maintain the services in MTNL Delhi
because of acute shortage of vehicles.
PGM (O) informed that the issue is
being discussed at higher level, and
a committee is being formed to find
the solution of this problem. However,
he assured that he will try to do
something so that immediately some
alternate arrangement can be made
to maintain the services smoothly.
