Meeting with Secretary( telecom) Shri. P.J.Thomas--- GS, MEA & GS,TEAM along with AGS, MEA & CS, TEAM met with secretary (Telecom). The pay revision with 30% fitment and pension issue were discussed in length. Secretary (T) assured that DOT approval for pay revision order for executives of MTNL will be issued at the earliest.Secretary has also assured that pension issue at par with BSNL will be persued expeditiously.

27.04.10 Meeting with GM(A)

GS, GS, OS met GM(A) on 24.04.10 and discussed following issues at length -

1. Abnormal delay in holding DPC for financial up-gradation in variuos scales of Executives- Association expressed strong resentment over this issue. GS also informed GM(A) that all queries raised by GM(A) and ED himself have been replied by COrporate Office . GM(A) assured that process of holding DPC in various scales, e.g. E3 to E4, E5 to E6 , E6 to E7 will be started shortly.

2. Filling of vacant posts of DE on Offtg. basis - Association demanded that unfilled posts be filled at the earliest to avoid the hardship in different areas and also to give the legitimate right of promotion to the eligible Officers. GM(A) told that DGM(A) has been asked to provide requisite information and the process of promotion will be started thereafter.

3. Vigilance clearance in contemplated vig cases - GM(A) told that he is fully convinced that vifilance clearance should not be withheld in the cases where vigilance case is contemplated but charge sheet not issued. He informed that on this line proposal has been sent to GM(Vig.). If it is not decided at GM(Vig) level than case will be sent to COrporate Office for clear instructions. Association will further discuss the case with GM(vig) and ED.

4. Filling of self appraisal - GM(A) from his side said that he has observed that many Officers are not submitting their self appraisals well in time to their reporting Officers and also many reporting/reviewing Officers are are not completing CRs in time. In complete CRs creates problems during DPCs. HE asked GS to communicate to all Officers to complete CRs well in time. He also told that Administration was thinking not to hold any supplementary DPC for left out cases because of CR not released problem before one year. So ARea Secy/ Div Secy are requested to ensure that CRs of all Officers are completed well in time.

22.4.10 MEETING OF JOINT FORUM WITH MEMBER(TECH) & MEMBER(FIN) DOT

GS MEA & GS TEAM met Member(Tech) & Member (Finance) DOT today & apprised them about our issues of pay revision with 30% fitment . Member(Tech) informed that our issue has been cleared with positive note. Member (Fin) has assured to clear our case at the earliest with a positive note. We are hopefully expecting the approval of DoT for pay revision for Executives by next week.

Joint Forum of MTNL Executive Association represented by  the GS MEA & GS TEAM alongwith Office Bearers of both the Association met DOT top Officers -Member Services, DDG (Establishment), DDG (Security) and DDG (TPF) on 19th and 20th April  2010 for getting updates on pay scale revision and pension Issues and the persuance thereof. Joint Forum put forth Associations views to Member Services and DDG(Estab) regarding payment of pension at par with BSNL to the MTNL retirees. We have also drawn the attention of DoT Officers towards issues of revision of Pension on the same lines as is being done by the Govt. for Central Govt. retired Employees. We also persued vigorously the issue of immediate approval of pay revision of Executives with 30% fitment, which has been sent to DoT by MTNL after due approval.  It is being told that , this isuue is going ahead with positive nod , the file has been cleared by DDG (Security) & presently lying with Finance wing of DOT. We met DDG (TPF) in this regard & requested for early clearance of our case for which he has assured for the same.

13-04-10 MEETING  OF ASSOCIATION WITH CMD & DIR(HR)

Com. V.K. Tomar & Com. S. N. Prasad alongwith Com. R.K. Mudgal, Com. Sunil Kumar, Com. J.J. Mathias met CMD in the Forenoon and Dir(HR) in Afternoon dated 12.04.10. Following issues were discussed--

1. Implementation of Pay revision ---- CMD & Dir(HR) told that they along with Dir(F) met secretary DoT last week and assured him with the facts that MTNL can bear the financial burden of Pay Implementation with 30% fitment on its own without asking DoT any help for this purpose. Further CMD & Dir(HR) told that they are going to meet Member (Finance) DoT also on 13.04.10 to brief him on this issue. CMD told that sincere efforts are being made to get the DoT approval in this month only.

2. Pension Issue -- CMD & Dir(HR) told that Pension issue is still in the stage of replying the queries of Department of Expenditure.

3. Filling of competitive quotas for SDE(Telecom) - This time Dir(HR) was more commital on the issue and assured that process of competitive Exam issue will be started shortly               ( JTO to SDE).

4. Regarding Annual Performance Appriasal hierarchy new letter -   Regarding it , association raised the objections & apprised the management about the serious after effects of this change of hierarchy on MTNL services. Dir(HR) has assured to look into the issue.

MTNL to get Rs 1,380-cr tax refund

State-run telcom operator MTNL is set to get a tax refund of Rs 1,380 crore for four assessment years, a positive cash-flow development for the PSU which is facing challenging times in terms of profitability and competition.

When contacted, company chairman and managing director Kuldip Singh said, "We are hoping to get some tax refund shortly.”

A senior company official said the refund comes after the income tax appellate tribunal (ITAT) upheld the company’s stance on tax dispute for the fiscal years 1998-99, 1999-2000, 2000-2001 and 2005-06. The PSU would get Rs 756 crore along with Rs 624 crore interest for the four assessment years totalling Rs 1,380 crore.

The stock markets lapped up the news and the MTNL counter saw brisk action on Friday. The stock hit a high of Rs 77 during the day but closed at 74.95, up 3.09% on a day when the index just rose 59 points.

The official said MTNL has received the orders but is yet to get the cheque. But it will surely be accounted for in the fourth quarter results. The official also said the tribunal has yet to dispose of another refund case involving Rs 900 crore. The ITAT had earlier given its decision in favour of the company.

MTNL reported a net loss of Rs 894.95 crore in the quarter ending December, 2009 compared with a net profit of Rs 53.10 crore in the year-ago quarter. Its sales also declined to Rs 902 crore in the same period.

Joint CEC of MEA and TEAM Mumbai: - Joint CEC of Mumbai was held on 23-02-2010 at Conference Hall ED Office Prabhadevi Mumbai. Joint  CC was addressed by Com VK Tomar, Com AK Kaushik, Com SN Prasad Com JS Yadav CST Mumbai and Com Sunil Kumar. Open session of MEA Mumbai:- A grand open session of MEA Mumbai was held 22-02-2010 at V N Vaidya Auditorium, Rajesh Shivaji Vidhyala, Dadar East, Mumbai. Meeting with CMD---GS, MEA & GS, TEAM along with other office bearers met CMD on 6th Feb and thanked him for recommending implementation of new pay package with 30% fitment to executives as per Govt orders. CMD told that he was fully convinced from the very beginning that 30% fitment is the legitimate right of executives and they deserve for it that is why he did no take much time in agreeing 30% fitment for executives. He also told that after implementation of new pay package, there will be extra burden of 300 crore on company for which every one will have to work hard to meet this extra burden otherwise this increase will not be sustainable for a long time. He also asked Association representatives to convey his message to all executives that every executive should ring to 10 customers daily to know his problems and views on MTNL services and try to solve their problem and get them convinced with the services of MTNL.  

We appeal all executives of MTNL that they should not leave any stone unturned to get our esteemed customers satisfied with the services of MTNL And all executives are also requested to ring to 10 customers daily as desired by CMD. Regarding clarification of Ist time bound up gradation from E2 to E3 sought by Delhi unit----File of this case was pending in CO for a long time. GS coordinated between the finance and HR officials and got the file completed and put up to Dir (HR) two days before. GS spoke to Dir (HR) on 3rd Feb and requested him to expedite the case because E2 to E3 and E3 to E4 financial up gradation DPC is pending for the clarification. Dir (HR) told that case has been sent to Dir (Fin) for financial concurrence. GS has already briefed Dir (Fin) about this case who has assured to clear the case. So, we hope that clarification will be issued shortly. And we will see that DPC is conducted at the earliest.

Due to our persistent efforts, regarding increase of stipend amount being paid by MTNL to newly recruited JTOs, MTNL management has agreed and issued orders for the increase of stipend from Rs.12000/- per month to Rs. 17000/-per month. It has also been stressed by GS, MEA that the issue of increasing the stipend upto 25000/- and arrears will be raised before the MTNL management very soon

Our persistent, tireless efforts and unparalleled struggle has brought the result of our legitimate right of wage revision with 30% fitment --

In continuation of our meetings with Dir(HR) on 12.01.10 & 25.01.10 , in which 30 % fitment was principally agreed , today GS(MEA) & GS(TEAM) had a meeting with Dir(HR),  in which it  was finally decided that

1.      30% fitment with 68.8 % IDA will be given to Executives.

2.      There will be no HRA capping and HRA will be at the rate of 30% of revised Basic Pay & shall be payable on revised pay w.e.f. 15.05.2009 ( the date on which MTNL management issued our earlier fitment order). However HRA on existing pay scales shall continue till 30th June 2010 or till the pension issue is decided , whichever is earlier. The Arrear on account of HRA from 15.05.2009 till 30.06.2010 shall be paid along with salary of July 2010.

3.      All perks and allowances including re-imbursement of OPD expenses shall continue un changed  as it was on 01.04.2008 ( on the old Basic & DA) . However the OPD expenses shall be reimbursed only on production of bills.

Dir (HR) said that, the Decision of 30% fitment with 68.8% IDA for Executives will be sent to DoT in a day or so , for administrative approval & new Pay Package will be implemented in the month of February 2010.

Arrears will be paid in three bi-monthly installments, first will be in February 2010.

We thank to all of you for full support & co-operation in the struggle to achieve 30% fitment for Executives as per DPE orders. We also thank to MTNL management for agreeing to implement the Govt. Orders of Wage revision of Executives with 30% fitment.

Joint Front maintained its stand of 30% fitment. Management side representatives informed that CMD is going to participate in a meeting in PMO regarding expansion plans of MTNL/BSNL on 6/1/10 and he will also make a presentation regarding MTNL pension issue in front of Prime Minister and there is a review meeting on 7/1/10 in DoT.  So the issue of implementation of pay package will further be discussed in next meeting which expected on 11/1/10.

Meeting with Dir (HR)--GS, Com V.K.Tomar , AGS, Com. .Sunil Kumar, OS, Com R.K.Mudgil met Dir (HR) on 20-11-09. Shri. M.K.Saxena, DGM (HR) who is looking after the charge of GM (HR) was also present in the meeting. Following points were discussed.

  1. After our strong persuasion, CO had changed Ist financial up gradation orders from 6 yr to 5 yrs including trg for E2 level officers. Now Delhi unit has raised a query whether those who have got Ist financial up gradation in 4 yrs in E2 cadres are to be changed in 5 yrs. Because of this doubt E3 to E4 financial up gradation orders are pending in Delhi unit.Association explained that those who have touched or crossed minimum of next grade in 4 yrs are to get Ist financial upgradation in 4 yrs only.Dir (HR) asked GS to give a representation in this matter and assured that case will be settled accordingly.
  2. Regular DPC from JTO (T) to SDE (T)—Dir (HR) asked GM(HR) to hold DPC at the earliest,
  3. New Medical policyDIR (HR) asked GS to give the written representation on the points on which Association has its different view point.
  4. Implementation of new pay package Dir (HR) told that as and when CMD gets free, meeting with Joint forum representatives will be held in this matter.

Meeting with new Secretary, DOT & Chairman Telecom Commission – GS along with AGS Com Sunil Kumar, OS, Com R.K.Mudgal & Com Satyavir Singh met Shri. P.J.Thomus, Secretary DOT & Chairman Telecom Commission on 07-10-09. GS welcomed him and presented a flower bouquet. GS briefed Secretary DOT about the pension issue and its implication on financial viability of MTNL, and also apprised him about the non implementation of pay revision orders in MTNL. Secretary gave a patient hearing and said that he was fully convinced with the demand of pension at par with BSNL He assured that he will take up this issue again with finance ministry, the only agency which is creating problem. But he was very much concerned about the declining trend of revenue generation of MTNL, and asked the Association representatives to focus on the revenue generation of the company. He also assured that he is ready to make any change in the policies in the interest of state owned companies MTNL/BSNL.

Meeting with ED, Delhi--- GS, President, AGS, A. treasurer, press secy met Shri Manjit Singh, ED Delhi on 28th August and congratulated him on taking over as ED Delhi. Association representatives assured him with full cooperation in his endeavors to improve the services of MTNL Delhi and hoped that he will also take care of the problems of executives. ED also assured full co operation to the Association. Issues related to the services of MTNL were also discussed in details. ED assured to work on the suggestions given by Association. 

Other issues discussed are

1. Transfer of DEs/CAO to Mumbai--He showed his incapability in this issue because decision has been taken by CO.

2--Replacement of Garuda service connections of offcers with dolphin connection--He asked association to provide the  exact figure of such connections so that required decision can be taken . All officers who are willing to get their Garuda connection replaced with dolphin connection are requested to provide information to association.
